The Commonwealth Master’s Scholarship is one of the few fully funded awards that can be applied for entirely from home. There is no application fee, no travel required at any stage of selection, and no need to pay a deposit or tuition instalment before the outcome is known. For a lot of students I speak to, that combination matters more than the prestige.
Applications for the 2027/28 academic year open on Tuesday 8 September 2026 and close at 16:00 BST on Tuesday 20 October 2026, for study in the UK starting in September or October 2027.
The scheme has a reputation for being confusing, and the reason is simple: it is not one application. It is at least two, and often three. This post covers what the scholarship is, who can apply, what it pays, and how the nomination route actually works, so that the structure is clear before the portal opens.
What the Commonwealth Master’s Scholarship is
The agency-nominated Master’s programme is one of three Master’s-level awards run by the Commonwealth Scholarship Commission in the UK (CSC), alongside Shared Scholarships and Distance Learning Scholarships. It is the main route, and the one most people mean when they say “Commonwealth Scholarship”.
It is funded by the UK Foreign, Commonwealth & Development Office (FCDO) and sits within the Commonwealth Scholarship and Fellowship Plan. The purpose is developmental rather than purely academic. The CSC is looking for people with real potential who could not otherwise afford to study in the UK, and who intend to return home and contribute there afterwards.
The award covers full-time taught Master’s study at a UK university, normally one year. MBA programmes are not funded.

The date that catches people out is the second one in that list. A nominating agency may close weeks before the CSC does, and missing it removes the chance entirely, no matter how strong the application is.
What the scholarship covers
- Full tuition fees, covered by agreement between the CSC and the UK university. Scholars pay nothing towards tuition.
- Return economy airfare from the home country to the UK, and home again at the end of the award. Fares for dependants are not covered.
- A monthly stipend, currently published at around £1,452 per month, or around £1,781 for universities in the London metropolitan area. Rates are reviewed each year, so the figure confirmed for the 2027/28 intake may differ slightly.
- A warm clothing allowance, where it applies.
- A study travel grant towards study-related travel inside or outside the UK.
- A child allowance in specific family circumstances, if children live with the scholar in the UK.
One detail worth stating plainly: the CSC does not charge anything to apply for any of its scholarships or fellowships. Any site or agent asking for a fee to submit a Commonwealth application is not connected to the CSC.
Who can apply
Applicants need to meet all of the following:
- Be a citizen of, or have been granted refugee status by, an eligible low or middle income Commonwealth country, or be a British Protected Person.
- Be permanently resident in an eligible Commonwealth country.
- Be available to start studies in the UK at the beginning of the 2027/28 academic year.
- Hold, by September 2027, a first degree of at least upper second class (2:1) honours standard, or a lower second class (2:2) degree together with a relevant postgraduate qualification. Work experience is not accepted in place of this.
- Not have studied or worked for one academic year or more in a high income country. Distance learning delivered by an institution in a high income country while resident at home is allowed, but it needs to be described clearly in the application.
- Be unable to afford UK study without the scholarship.
- Have supplied every required document in the correct format.
A few exclusions catch people by surprise. Anyone who has already studied at Master’s level in the UK is not eligible. Anyone who already holds a Commonwealth Scholarship at Master’s level is not eligible. A second Master’s degree taken outside the UK is not automatically ruled out, but it needs a clear justification for why the new programme is necessary.
The six development themes
Every application has to sit under one of the six CSC development themes. This is not a formality. The theme shapes how the whole application is read, because selectors are assessing the likely development impact of the degree once the scholar returns home.
The strongest applications I have seen connect a specific problem in the applicant’s country to a specific course at a specific university, and then to what the applicant would realistically be able to do afterwards. A general statement about wanting to help one’s country tends to read as filler.
The part most applicants miss: you apply twice
The CSC does not accept direct applications for this scholarship. Alongside the CSC application, every candidate also has to apply to a nominator, and there are two kinds:
- National nominating agencies, this is the main route, and usually a government department or scholarship body in the applicant’s own country.
- Selected non-governmental organisations and charitable bodies.
Each nominator runs its own selection process, may add its own eligibility rules, and sets its own closing date. So the first thing worth doing is finding the nominating agency for your country and reading its rules directly, because they sit on top of the CSC rules rather than replacing them.
Nominators put forward an agreed number of candidates by December 2026, and the CSC then selects from that pool. Being nominated is a genuine achievement, but it is not an offer.
Many applicants also need to apply separately to their chosen UK universities for admission, which is a third process with its own deadlines and its own English language requirements. The CSC does not set an English test requirement; the university does.
Documents required with the application
An application is only eligible if all of the following are uploaded through the online system by the closing date:
- Proof of citizenship or refugee status in an eligible Commonwealth country: a copy of a valid passport or national ID card showing a photograph, date of birth and country of citizenship.
- Full transcripts for every higher education qualification, including to-date transcripts for anything currently being studied, with certified translations where the original is not in English. Missing transcripts, or transcripts with missing pages, make the application ineligible. Where a to-date transcript genuinely cannot be obtained, the application needs to explain why.
- References from at least two people, in PDF format, signed and either on institutional letterhead or as an email that clearly shows the sender’s details.
References are collected by the applicant and uploaded with the rest of the documents. They cannot be sent to the CSC by any other route, and they cannot be accepted after the deadline. The CSC also will not accept supporting documents submitted outside the online system.
What referees are expected to cover
References have to be written by the referee in their own words. It helps to share the following points with them well in advance, so that the letter covers what selectors are actually looking for:
- How long they have known the applicant, and in what capacity.
- Their view on the applicant’s suitability for the scholarship, and on the need for that particular subject to be studied in the UK.
- Evidence of the applicant’s ability to grasp concepts and reason analytically, capacity for original thought, and motivation and perseverance in reaching objectives.
- An honest assessment of strengths and weaknesses.
- The applicant’s potential to have an impact on development at home.
- Any other qualities that would make the applicant a good recipient.
How the CSC Central application system works
Applications are submitted through CSC Central. A few practical things about the platform are worth knowing before the portal opens:
- There is a template application form and a guidance document. Drafting answers offline and pasting the finished versions in is far less stressful than writing inside the form.
- The system uses two-factor authentication, so a smartphone or a second email account is needed at registration and at every login afterwards.
- After the “enter your details” page, an email arrives with an application reference (in the format 01234-SSP-UK-15) and a 22-character passcode. That email is needed to return to a saved application, so it is worth keeping somewhere safe.
- The save function needs using often. Refreshing the browser window exits the form and loses anything unsaved.
- Navigation should be done with the system’s own back buttons rather than the browser’s. Clicking the CSC logo returns to the login screen and triggers two-factor authentication again.
- Applications cannot be edited after submission.
- A submitted application can be viewed later using the “view a submitted application” function.
The system gets very busy in the final days, and late applications are not accepted for any reason, including technical problems. Submitting a week early is the single easiest risk to remove.
What makes an application ineligible
Most rejections at this stage have nothing to do with the quality of the writing:
- Any required document missing at the closing date.
- Transcripts that are incomplete or missing pages.
- References sent by email to the CSC instead of uploaded to the system.
- Documents submitted after the deadline, in any format.
- Applying directly to the CSC without also applying to a nominator.
After submitting
Nominators send their nominations to the CSC by December 2026, and selection happens from that pool. Applicants can expect to hear the outcome by July 2027.
All contact is by email, and offers come with a response deadline. If a candidate does not reply within the stated window, the offer can be withdrawn, so spam and junk folders are worth checking regularly through the first half of 2027.
A closing thought
The Commonwealth Master’s Scholarship rewards preparation more than brilliance. The people who succeed are usually the ones who found their nominating agency early, understood which development theme their work belongs to, asked referees months in advance, and submitted before the crowd.
The weeks before applications open are the useful ones. Shortlisting courses, gathering transcripts and translations, and having an honest conversation with two referees can all happen now, while the portal is still closed.
